[Soon after the first strike at noon, the video opens up to Neji standing on a spire at Shibusen, veined eyes covering as much of the city as possible from its center]
The residential districts are under attack by another wave of rioting civilians. They're dangerously armed and targeting the structures primarily inhabited by Guests. That is Casualty Communal, Death City Heights, Murder Manor, Tartarus Terraces, Filthy Flats, Reaper Residences, Limbo Lodge, as well as Fatality Condominiums. If you're not at home, don't return. If you are, assistance in incoming.
All misplaced Guests should be evacuated to Shibusen, all injured Guests directed to the clinic. Those of you that feel confident in your capabilities, your assistance in quelling this outbreak would be appreciated. If you don't know what to do, I can tell you where you're needed.

Listen up. A good number of our key members have gone, so here's what we're doing.
First, deputies Takuto and Rogers-san, you're taking command of your respective districts. Lee will be taking over Financial and Service, and I will handle Outer Residential Quarter II in the absence of their Zone Leaders.
Second, as it's the residential districts under threat, some districts will be coordinating with others to support them.
Red Light is to coordinate and aid Inner city once the Terraces are cleared. Kotetsu-san, Aqua, and everyone under their command, secure Murder Manor and Fatality Condominiums. Nanami-san, please keep them informed of the state of the condos.
Financial and Service, Outer Residential Quarter I, Lee and Rogers-san, take Filthy Flats and Casualty Communal.
Shopping District and Outer Residential Quarter II, that's Takuto and myself, we're going to assist Death City Heights, Creeping Crypts, and Reaper Residences.
Coordinate with the local police to subdue the threats and try not to kill them. Lethal force is permitted only if necessary to save other lives. Remember we still need to bring them in for questioning. And of course, be sure to evacuate the Guests and direct them toward Shibusen or the Clinic as necessary.
Yukio, I want you to report to the clinic and stay there. We'll be dealing with a lot of injuries and Rosalia-san seems to be absent. I need someone to go with him and make sure the clinic isn't compromised.
Valentine, you're to be ready to answer any field emergencies and administer first aid.
Those Weapons that I've managed to establish resonance with, be ready to cooperate at a moment's notice. Those of you remaining at the office, secure it. If there are any questions or confusion related to this operation, please direct them to me now. Anything else can wait.
