[A disgruntled Hyuuga has appeared! Frowning at the camera, as usual]
I'm sure the wave of civilian 'rebellion' hasn't escaped anyone's notice. As short-sighted as their actions are, I feel it's neccessary to remind everyone on the Watch that while it is our duty to diffuse any situations, the use of force should be limited to disabling through non-lethal methods. This does not include unneccessary incapacitation beyond what is only temporary or easily mended.
Shibusen's laws do condone self-defense, however. Ordinary guests should of course, be prepared to defend themselves, and those on the Watch shouldn't have difficulty exercising neccessary restraint against civilians. If this is an issue for anyone however, I specialize in non-lethal combat techniques, and would be available in the mornings to demonstrate a few methods.
For the moment however, the security around the residential areas in particular are a priority. Unfortunately, it's in our residential districts that we have the least personnel due to the recent disappearances. For this reason, I'd request those with some spare time to patrol around Outer Residential Districts I and II where possible. If anyone would like to file for a temporary shift change, you can make a request at the office building, or inform either myself or Kerrigan-san and we'll coordinate the changes.
Of course, the Watch in general could use more personnel if anyone finds themselves interested in the city's defense. In this case, you may apply over here.
Beyond that, among the recent disappearances is Tenten. Lee and I of course, will continue to run Morning Training and field any inquiries you may have.

I have one person assigned to my district, and my eyes are watching Red Light when possible. For any future recruits, I'd appreciate a strong consideration of their assignment.

I'm certain I don't need to tell you, but pay close attention to the residential areas; namely Casualty Communal and Creeping Crypts. Those newly coming in in particular, will be less aware of the recent happenings. I appreciate your continued diligence.
