Good morning, I hope recovery efforts are going reasonably well by this point. For those recently brought in by BREW, I'm sorry your first few days here were chaotic and stressful.
This month has been plagued by outbreaks of riots, and while the scale of them has decreased and most of the citizens in general don't seem to be against us, there appears to be an extremist group working to make us feel as unwelcome as possible in this city. You could say we're fighting two wars right now. We don't possess a lot of information about that group at the moment, but with those being detained, we're hoping to find out.
In the meantime, please be careful when moving through the streets. Members of the Watch patrol each district diligently, but we're somewhat short-handed at the moment. Still, if anyone finds themselves in need of assistance, we'll do our best to provide that aid.

The riots may appear to be over for the moment, but we can't afford to relax. They're clever and resourceful enough to take advantage of the fighting force, there may be others that escaped looking to take advantage of the downtime recovery efforts and the injured to do some more damage.
That said, I'd like a count of all those who will be on medical leave for longer than a day or two, so I know which shifts need to be covered. Those of you that are left, please remain diligent in your districts, keeping an eye on both Guest and civilian businesses, as it wouldn't be a stretch for the disgruntled to target those that demonstrated support for us the other day. As well, be ready to assist with clean up and recovery where needed and anyone that can spare a few extra hours while our injured recover, it would be greatly appreciated.

One other thing of note, is that while missions take priority, we frequently leave the city vulnerable during that time, as evidenced yesterday. The reason deputies exist is to ensure a district still has a lead, leaving the original Zone Leaders free to take missions when they need to. Naturally, it works in the reverse, as well. Just please keep that in mind in the future, thank you.

Just to add: the two heads of the Agency are also hospitalized. But I protected Edgeworth well enough that he should be able to return to work within three days. So in the meantime, I can't deliver any additional information from the surveillance system.
