Roy Mustang, leader of the Watch, has been returned by BREW. Along the same vein, Riza Hawkeye and Flynn Scifo have also been returned to their appropriate worlds. As of now, the Watch has lost the three heads of the organization.

As such, it seems appropriate for Zone Leaders to be the heads of their appropriate areas until which time that the Watch can gather its members to discuss the future. I will also be contacting Shibusen for their input, given they originally gave Mustang the salute to form the Watch.

[Somehow, she keeps all emotion out of her voice. It's entirely business-like.]

At this time, I would like to suspend recruitment for the organization until we have figured out the logistics. Those people in Death City who had been interested in joining, please give us time to reorganize and then I would like to re-open a recruitment program if we remain the same.

You get a feeling that something might happen? --oh, I don't mean like, just because all of a sudden our leadership's kinda thrown out the window for a bit that we're all just gonna fall apart! Not trying to say that at all! Just, kinda wondering... I just know from experience that sometimes you get people that, aren't really all that willing to like a big change like this. People involved or not... [Kotetsu hesitates, thinking he might have said the wrong thing, and then he suddenly looks even more nervous and conflicted.]

Will those promotions be looked at on a basis of, previous conversations...? Uh, experiences? Something like that? Arguments? [What he's basically trying to get at is whether or not she dislikes him enough to not give him another position in the Watch, which he sadly kind of thinks is possible. Even if he apologized for that argument they had before, he still gets the feeling she kind of doesn't like him much.]

[She frowns, staring at him for a long while as she tries to decide what to say in return.] I want to avoid mass desertion and instability in the patrols. People have jobs to do, and their pay will continue so long as it all remains operational.

[Raising an eyebrow, she knows very well where such side-roads will lead and she's not interested in the least. She has more important things, remember?] They are based on Watch matters only as well as the opinions and written notations by our returned superiors. I know how to be an objective soldier.

[He stares at her angrily when he can't really think of an answer.]

[And with the look she's giving him, he's more than guaranteed that what he said was not really the best thing to say in a situation such as this, so Kotetsu sort of cringes and stiffens up a bit, waiting for some type of scolding words... but nothing. Mental sigh of relief.]

G-good, that's good! It's what I thought! Just, y'know, just saying all that as something I've seen before, not that it could actually happen! Like, worst case scenario! If you've got it all handled and think it'll work out then there's nothing to worry about...!

[Oh good, no bias then. He could deal with that just fine. As hesitant he was about coming to a positive conclusion on how Kerrigan felt about him, he at least trusted that she knew how much responsibility he felt he had as part of the Watch, no matter how much it seemed like he showed the complete opposite.] Then I'll... just keep going about things like before. Me and Bunny, since I talked to Roy about the two of us maybe trying out one of those Zone Leader positions. But if that needs to be put on hold for a while longer then we won't mind.
