This war has been going on for about 100 years or more, and just when Shibusen thought they were doing well, Shinigami-sama was murdered. This lead the Witches to seize this newfound opportunity and try to take over Death City, being led by the Witch Medusa.

To aid that, there is also the Kishin matter; apparently Kishin eggs and Witches were not all that friendly before, but they have joined forces to face Shibusen.

Mostly, they don't seem to have much personality of their own - or any at all, for that matter-

Well if all I end up doing is killing, there won't really be a need for personality. That might be a little overrated when nobody likes yours to begin with.
