[For anyone that happens to know Kotetsu, you might be a little surprised at the serious, almost stern features on his face. He almost looks as if he has something dire and important to say, and in fact, he does. He opens his mouth-- and then closes it, his eyes going wide slightly, and he stares down at his feet as if trying to recall what he was going to say.

Damn it, public speaking wasn't ever his strong point, but Barnaby had taken care of the first message relating to this subject so it was only fair that he'd handle it this time around. Finally, with an assured nod, he lifts his head up.]

Okay, I'd like to have everyone's attention please! I know a lot of people probably know more than enough about those killings going around, and if you haven't, get outta that rock and read yourself a newspaper. It's good for you. I'm not sure how many of you remember the message someone named Barnaby gave about this "serial killer" in the area, but it's related to that.

[Kotetsu takes a deep breath and removes his hat, his expression going serious again.]

They're calling the guy that everyone is looking for "The Crim Cutter". But that's not his name. His name is Lunatic. He's from my world, and from the looks of it, he's now in Death City. Back home, he was famous for going after criminals and giving them his own brand of justice, and that was by killing them. No one knows what he really looks like because he wears a mask and an outfit, and no one knows how to catch him. Not yet at least. He's never gone after regular, innocent people though, so there isn't too much to worry about. Still, he's dangerous, and he shouldn't be here. We can't let him stay loose for long.

...some people might think that he's not that bad of a problem because he goes after criminals, people who you think deserves this sort of thing, but that's not true. It's a lie. No matter who he goes after and why, he's killing people, and no matter what, that sort of thing can't be forgiven. You don't get any kind of justice with murder. It's not right!

[He doesn't realize the tightened hold he has on his mirror or the raised tone in his voice until he hears it slightly echo in the room he's in, and Kotetsu jolts slightly, surprised at his own outburst. Calming down, he rubs at the back of his neck and continues.]

Ah, so, if anyone has any questions, don't hesitate to ask me or my partner. --oh, my name's Kotetsu. My partner's Barnaby. We've dealt with this guy a lot longer than Death City has now so hopefully, we can help out in catching Lunatic and getting this all to stop as soon as possible, because trust me, he's not gonna stop for anything.

[Wow, with how frustrated he looks, Kotetsu almost feels as if he's done something wrong with announcing what he did. Or that he broke something again.]

...ah, I didn't think about that.

[Wait, that was a bad thing to say.] I-I mean, Bunny and I are almost positive on it! It has to be him! The crossbow thing just about screams that it's him! I mean, the motive and the thing about his outfit, who else could it be?

[He's honestly not surprised that Kotetsu has jumped the gun on this. The hero wasn't well known for his ability to be patient, and had it been any other time, he might have shown his amusement. As it is, he simply gives Kotetsu a measured look in return.]

There do appear to be similarities to the case here to the ongoing one we have back in Sternbild, but without solid evidence, it is all circumstantial at best.

Circumst-- no, no, it's enough isn't it?! If we just wait longer for something else to pop up for us to find out it really is him, he's gonna have the time to go after more people!

Unfortunately, Mr. Kaburagi, tangible evidence is required if we're going to capture and convict the criminal known as Lunatic if this individual is indeed the same man. Without it, the best we could do was hold him in a cell for twenty-four hours before being forced to release him.

While I can understand your urgency, we do need solid proof. However, that does not mean that until we get it, that we idly stand by until we receive such evidence.

[Kotetsu bites at his lip, holding back the urge to complain even further, and instead he just lets out a huff as he glances away.]

I... know. --but that doesn't mean I'm gonna give up thinking it's him, and I doubt Bunny is either. As long as we get more people out there on their guard and looking out for him, we can maybe get a better description on him, and if it really is Lunatic, then that just means there won't be anymore questioning it, right?

I'm not asking you to give up your suspicions, only to try and acquire proof to support your claims so that we can continue building a strong case against this criminal. If this is the vigilante, Lunatic, then he will need to be brought to justice to pay for the crimes that he's committed.

Right, proof... [He scratches at his cheek and glances away, clearly only complying with this whole thing because he knows it's a necessary process in handling Lunatic and any other crime, whether this severe or not. He just hopes it's something that they'll actually be able to do this time around, get their hands on Lunatic and put a stop to what he's doing before things get even worse.]

Me and Bunny are probably gonna try to patrol around more often than usual, that way we can get a better chance of at least hearing anything people around the city might be saying about him. It'd be better if we actually saw him though, obviously. We've got no idea how he's doing any of this stuff this time around, especially since NEXT powers don't work in Death City.

I will monitor the reports more closely, and if someone catches sight of our perpetrator, then I will notify you or Mr. Brooks at once.

Got it. Thanks a lot judge. We're seriously gonna need all the help we can get to find him but I'm sure that once it comes down to catching him, Bunny and I will be able to do it.

[Kotetsu almost considers telling Yuri to change the plan to alerting Kotetsu ahead of time before Barnaby, mostly because he's still a little unsure of how well Barnaby would do if he tried to rush off after Lunatic on his own, what with their last encounter still having been rather fresh in his memory... but, he has to trust that his partner will handle the situation as well as he handles any other task of their job, and if he does decide to go after Lunatic, he'll let Kotetsu be right there alongside him.]
