[For anyone that happens to know Kotetsu, you might be a little surprised at the serious, almost stern features on his face. He almost looks as if he has something dire and important to say, and in fact, he does. He opens his mouth-- and then closes it, his eyes going wide slightly, and he stares down at his feet as if trying to recall what he was going to say.
Damn it, public speaking wasn't ever his strong point, but Barnaby had taken care of the first message relating to this subject so it was only fair that he'd handle it this time around. Finally, with an assured nod, he lifts his head up.]
Okay, I'd like to have everyone's attention please! I know a lot of people probably know more than enough about those killings going around, and if you haven't, get outta that rock and read yourself a newspaper. It's good for you. I'm not sure how many of you remember the message someone named Barnaby gave about this "serial killer" in the area, but it's related to that.
[Kotetsu takes a deep breath and removes his hat, his expression going serious again.]
They're calling the guy that everyone is looking for "The Crim Cutter". But that's not his name. His name is Lunatic. He's from my world, and from the looks of it, he's now in Death City. Back home, he was famous for going after criminals and giving them his own brand of justice, and that was by killing them. No one knows what he really looks like because he wears a mask and an outfit, and no one knows how to catch him. Not yet at least. He's never gone after regular, innocent people though, so there isn't too much to worry about. Still, he's dangerous, and he shouldn't be here. We can't let him stay loose for long.
...some people might think that he's not that bad of a problem because he goes after criminals, people who you think deserves this sort of thing, but that's not true. It's a lie. No matter who he goes after and why, he's killing people, and no matter what, that sort of thing can't be forgiven. You don't get any kind of justice with murder. It's not right!
[He doesn't realize the tightened hold he has on his mirror or the raised tone in his voice until he hears it slightly echo in the room he's in, and Kotetsu jolts slightly, surprised at his own outburst. Calming down, he rubs at the back of his neck and continues.]
Ah, so, if anyone has any questions, don't hesitate to ask me or my partner. --oh, my name's Kotetsu. My partner's Barnaby. We've dealt with this guy a lot longer than Death City has now so hopefully, we can help out in catching Lunatic and getting this all to stop as soon as possible, because trust me, he's not gonna stop for anything.

What methods have been used in your world already in an attempt to capture him?

As for attempts, we've tried just about everything. He's smart and quick and he knows what he's doing. Me and my partner even went up against him before but that... [Kotetsu grimaces.] It just turned out into a big failure on our part. Things should be different here because back in our world, people have abilities and powers, kind of like here in Death City. That's something Lunatic had, so here, he's just about powerless, except for the fact that he's still going around doing the same damn thing he did in our city.

That's a fine and sharp accusation, but where is your proof that it happens to be this 'Lunatic' from your world? There are plenty of people from plenty of different worlds who could have individuals reacting in the same way. Perhaps in some cultures it's accepted.

M-my proof is in the weapon, mostly. They mentioned he had a crossbow. It's the same thing that Lunatic uses. Then someone mentioned he had a blue costume, and that fits him too. The victims he chose here are exactly the kind of people he'd go after in our city. So, all of that is how me and Bunny figured that it had to be him.

No one has mentioned this 'Lunatic' in any conversations. He's obviously from Sternbild if you mention him, but why has no one in the Hero rings caught him yet?
What are we looking for in regards to this man?

Lunatic's, a lot different from any other criminals anyone's faced before. He's tricky, and really smart. I mean, we've tried plenty of times, everyone has, but nothing we do ever seems to get us any closer to catching him... [It feels terribly humiliating to admit to his idol that as a hero, he's failed to capture a person as terrible as Lunatic, but as much as he hates saying it, it needs to be said.]
Uh, well, for starters, there's his name. Then he wears this weird sort of outfit, kind of like what the heroes wear but different. It's mostly gray with blue and green, with a big cape thing he can take off. And a mask, it's kind of like he's got this glove stretched out all over his face, with a big grin on it. He fights with a crossbow, and he has this thing about how he only fights for some voice. The voice of something called Thanatos.

Thanks, I really appreciate it. Believe me when I say that I want him caught just as badly as you do. He's been in our city for more than a year now, which says a lot about how hard it is to catch him. Things sort of slowed down a lot in the past few months while I was back home but he's still out there, and so he still needs to be caught.
For starters, you've got no luck in trying to reason with him. He's got this twisted idea of justice that he works under, thinking that if he goes after criminals then he's doing the right thing. If you've done something wrong in his book, you're his target, and there's nothing you can do about it. [For a brief moment, Kotetsu recalls the last encounter he had with Lunatic in which he... technically saved Kotetsu's life, but he's still as confused about that whole thing as when it first happened a year ago for him, so he doesn't bother with mentioning it.] He's a true vigilante, and he won't stop for any reason. Not without force.

Pretty sure, or as sure as I'll ever be. I mean, on one hand if it is him then it'll be easier to find him, but on the other... I kinda almost don't want it to be Lunatic. He's caused a lot of trouble where I'm from and we haven't even been able to catch him there. I've got no idea how we're gonna be able to do it here.

The only weapon he uses is a crossbow, and a lot of his victims are sometimes found with really severe burns. That's because of these powers he has. --uh, my world has people called NEXTs, which are basically regular people but with powers. Lunatic was one. He only goes after criminals, people he thinks have done something wrong according to the law, or more specifically, laws he goes by.
I'm not sure how all the details are being handled here by the authorities but back home, we didn't keep much of it under wraps. Just about everything that went down, the public heard about.

Anyway, it's kinda hard to describe Lunatic right off the bat but he's pretty easy to notice when you see him, since he wears an outfit and a mask all the time. I've talked to him plenty of times and told him that what he's doing is wrong but he just never listens. He has this thing about thinking these criminals need to be given the "right" kind of justice that doesn't involve just catching them and putting them in jail. He doesn't see them as criminals or even people, he just sees them as nuisances to the public, which they... sort of are --but that doesn't mean they should be killed!
