[For anyone that happens to know Kotetsu, you might be a little surprised at the serious, almost stern features on his face. He almost looks as if he has something dire and important to say, and in fact, he does. He opens his mouth-- and then closes it, his eyes going wide slightly, and he stares down at his feet as if trying to recall what he was going to say.
Damn it, public speaking wasn't ever his strong point, but Barnaby had taken care of the first message relating to this subject so it was only fair that he'd handle it this time around. Finally, with an assured nod, he lifts his head up.]
Okay, I'd like to have everyone's attention please! I know a lot of people probably know more than enough about those killings going around, and if you haven't, get outta that rock and read yourself a newspaper. It's good for you. I'm not sure how many of you remember the message someone named Barnaby gave about this "serial killer" in the area, but it's related to that.
[Kotetsu takes a deep breath and removes his hat, his expression going serious again.]
They're calling the guy that everyone is looking for "The Crim Cutter". But that's not his name. His name is Lunatic. He's from my world, and from the looks of it, he's now in Death City. Back home, he was famous for going after criminals and giving them his own brand of justice, and that was by killing them. No one knows what he really looks like because he wears a mask and an outfit, and no one knows how to catch him. Not yet at least. He's never gone after regular, innocent people though, so there isn't too much to worry about. Still, he's dangerous, and he shouldn't be here. We can't let him stay loose for long.
...some people might think that he's not that bad of a problem because he goes after criminals, people who you think deserves this sort of thing, but that's not true. It's a lie. No matter who he goes after and why, he's killing people, and no matter what, that sort of thing can't be forgiven. You don't get any kind of justice with murder. It's not right!
[He doesn't realize the tightened hold he has on his mirror or the raised tone in his voice until he hears it slightly echo in the room he's in, and Kotetsu jolts slightly, surprised at his own outburst. Calming down, he rubs at the back of his neck and continues.]
Ah, so, if anyone has any questions, don't hesitate to ask me or my partner. --oh, my name's Kotetsu. My partner's Barnaby. We've dealt with this guy a lot longer than Death City has now so hopefully, we can help out in catching Lunatic and getting this all to stop as soon as possible, because trust me, he's not gonna stop for anything.

If someone were determined to hide what world they came from, it wouldn't be difficult. But if I were you, I'd see if I could figure out who was from my world, and which of them was fighting. If he's against killers, he must be against the witches.

Because the whole thing with the witches is a lot different than anything else I've had to deal with back home, I wouldn't know how easy it'd be for Lunatic to suddenly go after them, but... I guess it's a possibility. But if anything had happened, I thought we'd hear about it, or at least be dealing with the consequences already. [With all the efforts Shibusen made against the witches themselves, if they were attacked, the witches would probably mistake it as and attack from people backed by Shibusen, and thus the city would have most likely been struck by then... not that that hadn't happened before, but it was hard to tell what the basis for most things going on really were. It'd probably be easy for that sort of retaliation to just slip by with no explanation.]

On the other hand, if he's really smart, he'd realize which tendencies are likely to give him away as the Lunatic, and stay out of the fight altogether.
He sounds like one of those true-believer types, though, so that seems less likely to me.

I've got no idea if he's just reeling us around with his usual routine or secretly planning out something bigger, or maybe even both. Y'know, use one to cover up the other, but whatever it is that he's doing or plans to do, I just know we've got to stop it as fast as we can.

The bastard I dealt with in my world was smart and crazy. You don't have to tell me how that is.
Your Lunatic's been active here, what, three months or so? That can rule out some people from your world right there. I'd also assume he was biding his time for a bit after arriving in Death City, but before taking action, but you know him better than I do. It just stands to reason he'd have to adjust to being without his usual powers and resources.

Let's see... first we ever heard of a body was around, January I think? It got grouped up when the other ones started popping up and then the eyewitness statements... so yeah, that's about two, three months. I wouldn't put it against him to have taken some time before that to figure out what he was planning to do in this city, not to mention get used to his ability. Or, I guess lack of 'em. At least everything he was used to. I've got no real way of keeping track of who arrives here when so it's hard to say how long he kept low. Could've even been before I came here.

[Mello's sure a human without any supernatural powers, in a world which isn't the one he's used to operating in, will be a snap to catch compared to Kira.]

[Even if they used a person who could defend themselves well in case things went sour and there was a hefty amount of backup to help, worse case scenario is that another person gets killed, and Kotetsu would rather not risk that.]

[It would've been so easy for him to do at home. Of course, he had plenty of expendable people there.]
I assume you've spoken to the Agency about him? My partner's in charge of the surveillance cameras there; he could tweak them just about any way you need to help find this guy.

I spoke to Edgeworth and someone else from the Agency right now, but I haven't gone to everyone else from there about it yet. I plan to soon though.

They're all in public places, perfectly legal. I'd be surprised if they hadn't caught some of the previous attacks.

Just, as long as this manages to get done in a way that doesn't end up with anyone needlessly hurt, or even worse, then I guess I'm okay with it. I don't know how you're gonna get your volunteer but just make sure they know what they're getting themselves into.

[Mello might find the case mildly intellectually interesting, but he doesn't actually care, and won't unless it interferes with his life.]
