[For anyone that happens to know Kotetsu, you might be a little surprised at the serious, almost stern features on his face. He almost looks as if he has something dire and important to say, and in fact, he does. He opens his mouth-- and then closes it, his eyes going wide slightly, and he stares down at his feet as if trying to recall what he was going to say.
Damn it, public speaking wasn't ever his strong point, but Barnaby had taken care of the first message relating to this subject so it was only fair that he'd handle it this time around. Finally, with an assured nod, he lifts his head up.]
Okay, I'd like to have everyone's attention please! I know a lot of people probably know more than enough about those killings going around, and if you haven't, get outta that rock and read yourself a newspaper. It's good for you. I'm not sure how many of you remember the message someone named Barnaby gave about this "serial killer" in the area, but it's related to that.
[Kotetsu takes a deep breath and removes his hat, his expression going serious again.]
They're calling the guy that everyone is looking for "The Crim Cutter". But that's not his name. His name is Lunatic. He's from my world, and from the looks of it, he's now in Death City. Back home, he was famous for going after criminals and giving them his own brand of justice, and that was by killing them. No one knows what he really looks like because he wears a mask and an outfit, and no one knows how to catch him. Not yet at least. He's never gone after regular, innocent people though, so there isn't too much to worry about. Still, he's dangerous, and he shouldn't be here. We can't let him stay loose for long.
...some people might think that he's not that bad of a problem because he goes after criminals, people who you think deserves this sort of thing, but that's not true. It's a lie. No matter who he goes after and why, he's killing people, and no matter what, that sort of thing can't be forgiven. You don't get any kind of justice with murder. It's not right!
[He doesn't realize the tightened hold he has on his mirror or the raised tone in his voice until he hears it slightly echo in the room he's in, and Kotetsu jolts slightly, surprised at his own outburst. Calming down, he rubs at the back of his neck and continues.]
Ah, so, if anyone has any questions, don't hesitate to ask me or my partner. --oh, my name's Kotetsu. My partner's Barnaby. We've dealt with this guy a lot longer than Death City has now so hopefully, we can help out in catching Lunatic and getting this all to stop as soon as possible, because trust me, he's not gonna stop for anything.

--okay, so not a panic like, literally. Which is good! Honestly I'm pretty surprised at how well people manage to handle some of the stuff that goes down here, though it isn't to say that it's that far from anything I'm used to. A reaction is a reaction, and its been nothing out of the ordinary for me, but it's kind of hard to just easily brush off a bunch of murders with a serial killer attached to them.
People are gonna work on catching him, that's all that matters, and even though I'd like it to be sooner instead of later, it'll most likely take up some extra time. Even with everything I can offer up for help, it still comes down to grabbing a hold of Lunatic, so just bear with me for a while.

That's not how doing detective work is done. And yet you claim to know how apprehending criminals works? [ If only she knew just what, exactly, was involved in Kotetsu's world considering criminals, but she'd more than likely balk at first and then... just ask a million and one questions. ]
.... Frankly I'm not interested in 'bearing with you.' I'm interested in apprehending him as soon as possible, considering the information I've heard from inside the Agency. This is exactly like the job I used to do, without all the Bureaucratic nonsense and my grandfather breathing down my neck - so naturally I'm not going to putter around when I can be getting to the heart of things. [ - - Ah, you're rambling, Re-l. She clears her throat and straightens a little, as if surprised even by herself. Maybe this place was making her different, after all. ]
Regardless, what I'm saying is that I'd like to know what you know. About his motives, how he kills, those types of things.

I've, just got a lot of experience with the law and law enforcement. I'm like a police officer back home! Something like that, so yeah, I know what I'm doing.
...okay, so even if you don't wanna bear with me or whatever, just try to work with me on all this somehow. Just don't go running off ahead of everyone else to find out more clues or evidence or whatever on your own. This needs to be a team effort. [Kotetsu you can barely handle with working with anyone that isn't your partner, what are you doing talking about ~team effort~.]
So basically... basically... [He can't even remember where his train of thought was. --oh right, motives and those types of things.] Ah! Just ask me whatever else you need to know and I'll tell you! I've got no problem with that, honestly!

'Like' a police officer does not convince me you're qualified for anything but sitting here and throwing around accusations. Lack of forthright information on your part makes you hard to believe, and therefore tends to make your assertions less valid. [ Someone looks like a very unimpressed teenager, at the moment, and it fits her mood stunningly, right along with that super arched brow that seems unable to calm itself and not become one with her hair line at some point along the way of this conversation.
The more they talk, the less likely it is, she realizes, that she'll be able to not feel as though she should go and investigate on her own. ]
Investigation isn't a kindergarten class. We don't hold hands in line and count our steps on the way to prosecuting a killer.

- Motives, the average victim this 'Lunatic' chooses, how many he killed in your world... Any information would be worthwhile, really.

[Of course, he has no idea what kindergarten has to do with any of this but he certainly doesn't like the attitude she's coming off with. Calm down lady, have some patience, sheesh. Kids these days.]
Listen, just-- Forget about holding hands. I'll just get back to the Lunatic stuff. His motives are actually pretty simple, just messed up too. He wants to provide proper justice to criminals, and that's by killing them. He's trying to make a statement to the public but it's also his own way of taking the law into his own hands. As for the amount of people he's killed... that's kind of a tricky one to answer, mostly because of how long he's been around and how he goes about killing people. But, just know that it's... in the double-digits.
