SHIBUSEN UNDER FIRE, CRIME RATE RISES
A shadow was cast over Death City on April 5th, bringing with it falling stone and Madness, and another attack upon the city commenced. The remnants of that fateful day still stand even now, the pile of rubble of what was once the much-loved Nocturne Bazaar a constant reminder of what occurred.
In its wake, Death City citizens have turned a scrutinizing eye on the Death Weapon Meister Academy - known to most as Shibusen - and ask why.
"Weren't those 'Guests' that school asked for supposed to end the war? Why hasn't anything changed? Why do these attacks keep happening?" Asks one citizen who has requested to remain anonymous.
In June of 2009, when the first of Shibusen's Guests arrived from worlds outside our own, there was a shining ray of hope; reinforcements to turn the tides of a war that all would feel has gone on long enough. But after a string of Witch attacks, the "Crim Cutter" and several incidents instigated by a number of the Guests, it has been a stressful near-year for Death City. Citizens are frequently cited harassing Shibusen staff, Guests and students.
Such stress has also led to a spike in crime that the city hasn't seen in years, from an alarming rise in anti-Shibusen graffiti to aggravated robbery, leaving local authorities with a rapidly-increasing workload as they investigate what may be local gang activity.
Police Chief Inspector Samuel Buckley has advised that all of Death City, including Shibusen staff, Guests and students exercise caution: Don't travel alone, be home before dark, and report any suspicious persons or activity.
