So~ While the little welcome get-together was indeed quite charming, I have a small question. I want to help with this little war that's going on. The faster it's over, the sooner I get back to doing what's important to me. If I can be some help in that it's better for everyone, right? Anyway, What's the best way to do that? Is it a case of simply walking to the Shibusen, banging on the door and signing some liability waivers or...?

Assuming I'm capable of the partner thing, I'd assume they'd give us a little training before they throw us out there unless using all of that energy to get us here for cannon fodder is their bag. But you sound like an expert in the matter...

And there is training. Though the grounds are closed at the moment, because of everything. Every morning when they're open, there's a lot of different people teaching everyone different things. It's pretty helpful.
As for finding a partner... [[a small hesitation there. Because he hasn't had much luck there.]] You have to find someone you can work with, since Weapons and Meisters have to be compatible or else it's just no good.

A while ago we were able to destroy three of the Witches' Madness Emitters, however, the last one caused us more trouble because it entered the city as a part of a floating carnival.
Despite that victory, however, it feels as if the city is more often on the defensive.
And then there's this mess right now with all the anti-Shibusen riots going on.

You can try to help the city, as well, like joining the Watch. There was even a science group once that worked with Shibusen.

People come and go all the time, here even more than elsewhere. I got myself two Meisters so far and both didn't last long. [He shrugs his shoulders and more feathers rustle.] If one is a Weapon one can also fight on their own or take whatever practicable Meister is around during a time of need. There is no shortage on them.
